Sir,
I am directed by Mr.Secretary Ramsay MacDonald
to transmit to you herewith copies of correspondence
respecting the right of certain firms and persons in
Persia to the protection and assistance of His Majesty's
Consular officers.
2. As stated in the third paragraph of Foreign
Office letter (T 581/581/378) of the 23rd February
last to the Department of Overseas Trade, the test
whether a particular firm, the members of which are
British subjects, should be protected in Persia is that
of their personal respectability, coupled with the
consideration as to whether their operations are
creditable and advantageous.
3.
I am, therefore, to ask what measure of protection,
if any,
should in Hr.Secretary Henderson's opinion be
accorded to Mr. Nemazi and his son in view of the fact
that they are known to be engaged in the opium traffic
on a considerable scale.
